Renewal of the Permesso di Soggiorno: What happens when a minor turns 14?

When a boy or girl from a non-EU country lives in Italy with their parents, their residence permit is often linked to that of the parent. However, when they turn 14, the law changes: the minor must apply for a residence permit in their own name, which is independent from the parent’s permit. When renewing the parent’s permesso di soggiorno, a son or daughter who has turned 14 must submit their own application to obtain a permesso di soggiorno for family reasons and can no longer be included in the parent’s permit.

How to apply

To submit the application, you must complete the Kit Postale in the name of the 14-year-old, as for other types of permits. In this case, only Form 1 needs to be completed.
The form must be sent through an authorised Post Office (“Sportello Amico”) to the competent Questura, meaning the Questura responsible for the city where you are resident.

Remember: Inside the postal kit you must include photocopies only (never originals) of:

  • the young person’s passport;
  • the young person’s codice fiscale;
  • proof of the family relationship with the parents (e.g. family status certificate, known as stato di famiglia);
  • the parent’s permesso di soggiorno;
  • the parent’s income documentation.

The cost of the electronic permit in these cases is €30.46.

What happens after submitting the application?

As with all applications for renewal or issuance of a residence permit via the Kit Postale, you will receive a notification by registered mail at your home address and a text message to the phone number you entered in Form 1 of the Kit.

When the appointment date arrives, the young person will undergo photographic and fingerprint registration. You must bring the passport and the other documents already submitted as copies. This time, the originals must be taken to the Questura, along with 4 passport-size photos.

Important: remember that in this case registration with the National Health Service (SSN) must be renewed or activated.
