Children Born in Italy to Foreign Parents: How to Obtain the First Permesso di Soggiorno

When a child is born in Italy to foreign parents, the bureaucracy can seem complicated. However, not all procedures are difficult, and some rights are guaranteed by law. Here is what you need to know to apply for a newborn’s first residence permit.

If you have had a child in Italy and you or your partner hold a valid permesso di soggiorno, you should be aware that the newborn must be added to one parent’s permesso di soggiorno (or to both) and obtain their first permit. The duration of the minor’s permesso di soggiorno is the same as that of the parents. Even though the residence status is linked to the parents, a separate permesso di soggiorno is issued for the newborn, as well as one for the parent.

To submit the application and update your permesso (and request the newborn’s first permit), you will need:

  • the child’s birth certificate;

  • the newborn’s codice fiscale;

  • the identity documents (carta d’identità) of the parent submitting the application.

How to Submit the Application

To apply, you must use the kit postale, which you can collect free of charge at post offices at the “Sportello Amico” counters.

In this case, you only need to complete Form 1, entering your details and those of your minor child in the dedicated section. Be aware that you must include photocopies of some of your documents as indicated in the postal kit (and never the originals).

The cost to update your permesso di soggiorno application is €30.46, and for the same kit you must pay a second €30.46 fee for the newborn’s permit.

With this residence permit, the child can be registered with the National Health Service (Servizio Sanitario Nazionale) through the parent.
